USAID’s Feed The Future (FTF) Nepal Knowledge-based Integrated Sustainable Agriculture in Nepal (KISAN II), the Ministry of Agriculture and Livestock Development (MOALD) and Innovation Lab for Food Security Policy Research, Capacity and Influence (PRCI) organized a weeklong training on policy analysis for government officers (March 8 - 12, 2021). By organizing this training both in a small in-person group as well as virtually, the training accommodated 15 representatives from MOALD, its departments, and provincial agriculture ministries with presentations of resource persons from Nepal, US, Italy, and India. Sessions were facilitated by globally renowned professionals from KISAN II, PRCI, FAO, IFAD, and local organizations such as Institute for Integrated Development Studies (IIDS) and BEED. The training focused on theoretical as well as practical aspects of policy; review of agricultural policies in Nepal along with cases from India, Bangladesh, Myanmar, Nigeria; tools and techniques of policy analysis; rural revitalization; agricultural trade policies; Foreign Direct Investment in agriculture; private sector engagement in market systems; KISAN II’s rice mill model and Joint Rice Intervention Program with Government of Nepal; and agricultural transformation in Nepal. The training resulted in commitments by the participating government officials – including the MOALD Permanent Secretary – to institutionalize the policy process within MOALD and create an Agricultural Policy Think Tank Group, establish an Agricultural Policy Consortium involving various stakeholders including private sector and key NGOs, and to promote wider discussion, replication, and dissemination of innovative agricultural policies and initiatives implemented by federal, provinces and local levels.
